Reproduce Procedure

  1. Goto /download
  2. Click 關於資料集 to goto /about-data-set
  3. Expect TOC section to appear, but failed
  4. Scroll down couple em, the TOC appears

memo:
If access the {domain-name}/about-data-set/0.3 directly, this bug won't occur.
This bug occur only when access {domain-name}/about-data-set/0.3 from {domain-name}/download or {domain-name}/blog.
