SSH openstack nodes failure

Describe the bug

According to the information from DOD

Could not make SSH connection to nodes due to sgs enforced policies. This has an impact on how/which issues we can debug, should access to node is required to proceed.

Meanwhile, I met this issue when I access openstack nodes as well

with latest master branch i tried several openstack nodes and all gardenctl shell success, @tedteng could you please kindly provide a openstack cluster for me to debug with? not urgent, take your time, thanks!

Thanks, for verify again, I think the issue which I occured due to LB network unstable issue from the openstack side last week. Maybe we can close the ticket
