As reported in #23, non-"empty" robot.ini files could contain settings that disagree (or even conflict) with what is specified as command line arguments to either rossum or ktransw.

Even if the contents of robot.ini is currently ignored by rossum, entries that are known to conflict with CLAs should be checked and appropriate warnings and/or error messages should be printed to avoid problems during the build phase of a project.

65abbb4 adds a warning if a non-"empty" robot.ini is found.
