Is the initial EIG ratified by the EGA? #3

EIG membership criteria is explained well, but it still seems necessary for implementers to submit themselves and their implementation to the EGA, who then votes on the initial membership of the EIG.
(Moving forward, the EIG members and 1 vote from the EGA, will determine who's on the EIG.)
