configurable gRPC WAN compression

As an operator, I'd like Gazette client <=> broker & broker <-> broker connections to transparently use configured compression when speaking with a process in a different zone, in order to reduce network costs when running connections across cloud availability zones or regions.

This needs research, but can hopefully be instrumented in the protocol dispatcher gRPC load balancer.
