Using Huanfa's dataset #8

To use Huanfa's repo dataset in notebooks would I read them from test/data directory or would open a pull request to pysal/examples repo or none of these methods? Would be better? @jGaboardi, @ljwolf, @qszhao

@gegen07 Good question. For now let's house Huanfa's data in the spopt/tests/data/ directory. Once your GSoC code gets merged into pysal/spopt we will have to rethink this since Huanfa's repo is licensed as Creative Commons and PySAL stuff should be BSD 3-Clause.
