Update the relay behavior to by default not send replies to the submitter. Maybe add a field to the relay payload to override this and send a reply.

The rationale for this is that things can get confusing when

Customer sends in an email to production birch-girder
There's a problem with a plugin or a bug in birch-girder
After solving the bug, the support tech does a replay of that production email in the staging environment
Staging sends a reply to the customer but uses the production "from" address that was in the original email
The customer replies to that email and production birch-girder gets an email reply to a staging replayed item
