Improve WMS performance by adding a caching mechanism

We will likely be able to improve the performance of the WMS service by leveraging a cache.

A possible strategy would be to use mapproxy to provide for this caching. We would define an additional prefect flow to handle periodic clean up/seeding of the cache and use mapproxy as the visible WMS source.
