Problem description

Error when opening card distribution form after creating entity on blank dataset.
Issue does not occur on store version

Steps to reproduce the problem

Preconditions:
Blank dataset

1. Scan user "2039" from https://test.getodk.cloud/#/projects/557/app-users
2. Go to start new form
3. Open Voter registration form, fill it and finalize
4. Open card distribution form

Expected behavior

Error should not appear when opening card distribution form
