In v0.38 we are still installing mixins and plugins using the latest tag. As we are now releasing changes to the protocol for plugins, the latest versions eventually will no longer be compatible with porter v0.38.

Anyone manually installing plugins must start pinning instead of using latest.

In our install script, we will pick the most recent compatible versions and hard code them in the script.
