[DevToolbar] Update CI release workflow to create a release entry in github & sentry #88

I want to make it easier to remember what the last published version is, adding an entry into github would be helpful. https://github.com/getsentry/sentry-toolbar/releases

Also, we could create a new release in sentry too: https://sentry.sentry.io/releases/?project=4508048495476736&statsPeriod=14d&utc=true

We've got the CI pipeline running well now.

It needs a non-prerelease item in the Releases list in order for craft to do its thing.

But we've got releases being auto-created on github which is really helpful:

As for Sentry releases, we still need to setup the SDK anyway. So refer to #62
