Update Ruby to 3.2 (the recommended version for Rails 7.1) (Update Ruby to 3.2 #241 )
Update to Rails 7.1 while keeping old default options
Enable trivial new configuration defaults
Enable Rails 7.1 defaults
Remove cookie rotator from the 7.0 upgrade (assuming everyone who had a session did migrate)
