It is my understand that the original code is under GPL 3.0
https://github.com/facebookresearch/llama

I'm not a legal expert but I thought this was a contaminating license.
Is porting considered like a whole new project and does not fall under this category?

This is a separate project coded from scratch and does not share code with that project. As you can see, this one is coded in C/C++ while that one is in Python. The term port is used loosely here and isn't really accurate, as this is an original work and not a derivative, based on the original concept, not the GPL3.0 licensed software.

Simply put, nothing to worry about.
