Define the Network Stewart

You are invited to work with me and other Stewards and create the Not-an-Inc. for the other townships - Hanover, Elgin, Plato, Rutland, Grafton, or Algonquin. I shall not help anyone with any other Township that is not neighboring my own, because that would be unethical. All Stewards are watched for behavior that would signal he is about to take too much control over another Not-an-Inc.

Network Stewarts, such as I pay the most "membership fees", as we bear the burden to pay for and maintain the infrastructure. This is volunteer work, but it comes with the benefits of notability, and with a chance to establish trust across the neighboring townships.

The network Stewarts also monitor their own network for attacks and abuse, and they are the ones legally liable for anything illegal happening.

Nonetheless, we are a local network and we do not need to rely on the FBI, or the Interpol to find the offenders. Since everyone must use a real local address, all problems are resolved on the local level.
