Describe the bug
Creating new contract errors out with Error: The contract code couldn't be stored, please check your gas limit. . This is a known bug in web3js: web3/web3.js#1477

To Reproduce
Behavior is intermittent

Expected behavior

Addressed with PR #3035. But need to eventually update with web3 fix when released.
