Reusable Actions

Planning results are mostly good but sometimes we have to add the same tasks over and over again. example: uprading angular projects with ng update & the corresponding libs. Planner would just raise the lib versions using npm install. this way no angular upgrade schematics would be executed.

Would be great if I could save my own actions and reuse them. Would be even better if we could share them on the Workspaces Marketplace just like GitHub actions
