Describe the task
Batch record:
https://sis-new.medha.org.in/batch/520

Audit log record says batch was marked as certified by an SRM. But SRMs don't have option to mark batch as certified.
https://sis-api.medha.org.in/admin/plugins/content-manager/collectionType/application::audit-logs.audit-logs/1333

Only two program enrollment entries were marked as certified. Rest of them are batch complete. @Kirtigour reported that when the batch was originally marked as certified (in July), all of them had certified status.
