Allow skipping prebuild when coming from prebuild prefix

W.r.t the Prebuilds Stability epic and specifically the intention of having a consistent view across prebuild logs, we should also have the same view when users run prebuilds manually using a prebuild prefix. (While keeping in mind that we might want to deprecate this feature).

This includes showing the following if a prebuild is found:

• prebuild status
• option to skip a prebuild
