Show dashboard notification for blocked accounts

It would be helpful for users with blocked accounts to see a notification immediately in the dashboard after logging in, not just when they start a workspace. The notification should remain in view unless superseded by another notification.

Users being blocked should now be allowed to go pass through the login page.

In case the user is being blocked while they are logged in, we should try to log them out on the next action they try to take while navigating the dashboard.

Alternatively, we could use a global alert component (error variant) at the top to inform users that they are blocked.
