Static Workspace URL

Currently, the workspace URL may change with a restart if it ends up in a different workspace cluster. This is particularly problematic for desktop IDE and SSH users. (#11355)

Describe the behaviour you'd like

Workspace URL and SSH URL should be static. From gitpodio-website-25tzkerndba[.ssh].ws-eu54.gitpod.io to gitpodio-website-25tzkerndba[.ssh].ws.gitpod.io.

This is even more problematic for web IDE users because it leads to data loss. For instance, when the URL changes, users will lose any unsaved new files. Also, any browser data is effectively lost, which includes state and local data of the hosted application.

So, for instance, I was in the middle of coding, and I got a call that took 31 minutes, and I lost my work.

Please increase the priority of this issue.
