When prebuilds fail due to a users init tasks we currently keep the prebuild around incase the user wants to inspect them to potentially determine why it failed. After some discussion within the development teams it looks like the this functionality does create a bit of a problem in understanding the semantics of a large majority of users.

What we'd like to do here is simplify this and remove the partition state that is the result of these failed prebuilds.
