Problem to solve

Followup up from #14594, admin users now can 🅰️ add or subtract credits and 🅱️ change the cycle usage limit, for users or teams.

Credit changes also allow admin users to insert a note to justify the action, however, this note is never surfaced on the admin or billing pages of the affected user or team.
