Format on save is not the default for Go

Describe the bug
In VS code Format on Save is the default behavior for Go files. It should be the same in Gitpod.

To Reproduce
Open a Go file, edit it in such a way that gofmt would make a difference and save

Expected behavior
The Go formatter should alter the file.

It was fixed in Theia already.
