Look to speed up spike check

Spike check takes up about 30-50% of the time the total QC tests take to run. I suspect this is because it works through all possible intervals between observations (which need to be calculated first). Investigate whether this is the case, and whether there is sufficient reason to pre-select existing intervals to process.

[Could try and do similar for the diurnal check too]
