Master PTZ Controller for Hardware controllers

I was thinking that it would be great if PTZ controls plugin for OBS was able to be controlled by Hardware controllers via the network. This would turn it into a master controller for all PTZ camera's added to it. The plugin is able to control the PTZ camera on the active scene, and expose those controls to hardware controllers through ONVIF. I envision only adding new PTZ cameras to the plugin and using it as a master controller.

Is this even possible? I'm not a developer, so I may be oversimplifying the complexity required in adding a feature like this.
