As the owner of bank account
I want to delegate access to RESOURCES THAT ORIGINATE FROM THE bank account by giving a budget to a user
Then i create A SEPARATE PAYMENT ACCOUNT
Then i give access to the PAYMENT ACCOUNT to a user
Then the user can operate transaction UP TO the budget limit.
