Change notifications not sent to recipients

I have 3 recipients (administrator, requester, watcher) to sent notification, but sent only administrator

1. Create, solve, Close, any task witch change.
2. and e-mail sent go to only administrator.

I cannot recreate the issue. Do the users have the preference set to receive notifications for their own actions? Do the users have email addresses specified in their form?
