After merge #380 cam does not work with /carpet opPlayerNoCheat true

After merge #380 cam does not work with /carpet opPlayerNoCheat true, instead of teleporting the player back to the original position it just sets the gamemode to survival

Steps to reproduce the behavior:

1. Set carpet opPlayerNoCheat true
2. Use cam and move
3. Use cam again

Using /cam while in the spectator mode should return you to your original location, but it does not

• Minecraft version: 1.20.6
