Describe the bug
Instamine deepslate is not working even though I meet the requirements (netherite pick, eff 5, and haste 2 beacon)

To Reproduce
Steps to reproduce the behavior:

Get the requirements, mine deepslate, watch it not instamine

Expected behavior
The deepslate just pops on the first hit and falls to the ground

Environment

Carpet version: Latest for 1.21
Minecraft version: Fabric 1.21 (latest as of this posting)
