Feature Description

Related to: #4109

In GitHub, Azure Devops, etc. it's nice to get a search dropdown when you begin typing a #

Things to keep in mind:

  • External issue trackers
  • # at the start of a line could be valid markdown for Heading 1. Might be kind of annoying for a dropdown there.

Maybe we can leverage the search we currently have for users
