Shell script for building locally

• Check for dependencies
• Download and install missing dependencies
• May want a separate (n)make for building the project.
• Option for producing debug executable
• Option for producing production executable.
• Option for running tests.
• Options for arm, ia32, and amd64 archs.

Will require waiting for the user to manually accept any agreements. Some MSI will show dialog to allow the user to accept the agreement before continuing in the PowerShell script (verify). This might need to be separated into multiple steps.
