I'll be looking into this soon, this is because OpenXR is not supported on MacOS so the module is not compiled into the MacOS build. However we should be including the action map editor as you can still push OpenXR projects to Quest from Mac.
P.S. this should be turned into a issue on the main godot repo if it doesn't exist already.
