I have commented on some similar reports of this as I have started to get flickering since the 4.2 upgrade, but the editor does this for me with NVIDIA drivers too on one of my monitors, so something is up with Forward+ in 4.2 for sure
This is almost entirely resolved by 3be3d50 (#87340). Not sure if I should close and create a new one. The shadows only flicker very rarely when dragging the window around, and more frequently when resizing it.

Issue description

the shadow window decoration on every window (not just Godot's) flickers constantly, even when the game or editor itself is out of focus.
