What is the issue

Newer versions of Bioconda-utils cause package conflicts when installing data packages during circleci testing.

We need to figure out what changes in bioconda-utils are causing conflicts when installing data recipes

Any version > v0.16.17

Currently, the testing suite is using v0.16.17, which works.
