System prompt does not respect disabled tools #13597
Description
What happened?
I have disabled search_file_content and glob in my settings, but I still see it in my system prompt:
For **simple, targeted searches** (like finding a specific function name, file path, or variable declaration), you should use 'search_file_content' or 'glob' directly.
What did you expect to happen?
Disabled tools should not be mentioned in the system prompt.
