Is there a way to let users set up their Apple Pay wallet?

I see that there's an ApplePayButtonType.setUp but I found no reference or use for it, so my question is what title describes:
how can I redirect my users to set up their Apple Pay wallet from the button?
This will also help to avoid empty spaces where button should be or let me show the set up button when the wallet is not configured yet
