FLEDGE: Creative scanning #64

In the FLEDGE for RTB explainer, it suggests that exchanges could provide an API for creative submission to be scanned, and gives a simple example of how that might look.

For this purpose, consider the already existing OpenRTB Ad Management API, which could be improved as needed to support this scenario.

OpenRTB AdManagement API 1.1 released this year, could be helpful in this scenario.

Note : Need to review both PAAPI spec (Providing creatives to an RTB exchange for scanning) and OpenRTB AdManagement API 1.1 in order to avoid missing info like declaredClickThroughUrls...
