Updated plugins not publishing to npm

Description

The @blockly/keyboard-navigation plugin's most recent version on npm is 0.6.9.

The current version on GitHub is 0.6.11.

The publish action ran yesterday, as expected, but does not appear to have updated anything.

This probably means that something in our Lerna config or publishing workflow is silently broken. No other plugins from blockly-samples have been published in the past 3 months. We haven't made a lot of changes in that time, but have definitely made some that should be published.
