Description

Historically, WORKSPACE_COMMENT_DEFAULT_TEXT was used to set the default (editable) text of new workspace comments. In #8608, this was switched to placeholder text, so the message name should be updated accordingly to WORKSPACE_COMMENT_PLACEHOLDER_TEXT. This should wait until we have sync with TranslationWiki operating normally again.
