Wifi Aware Support

WiFi Aware allows for local wifi devices to form a cluster and communicate with one another. I'd like to see Physical Web include a standard for using WiFi Aware to share URLs with one another.

Side note- it'd be handy to add a #transport or #specification label to the github project that people can use to highlight that the issue or PR relates to the transports or specifications in Physical Web.
