Downloads gets stuck from Google play side #222

I have as simple app where I can reproduce a problem with the download.

Phone: Samsung S10+
Android 12

Issue:

Connect to WiFi
Open app
Download an on-demand asset pack that is beyond 150mb to trigger the "waiting for wifi".
Kill the app while downloading asset pack.
Kill wiFi
In the notification you will see that the Additional file is waiting for wifi.
Resume wifi
Download never starts again
