We are seeing lots of problems on Kokoro with Maven not being able to download artifacts, the likely cause is that we are hitting Maven-Central too often and triggering it's firewall. This can easily be rectified by using the GCS Maven Central Mirror.

@meltsufin We should have done this a while ago. You might wish to consider this, or not based on what you choose to do.
