docs(readme): add Garie to related projects

Been working on an open source project using Docker, Grafana, and Prometheus.

Garie uses Lighthouse_CI to gather data and allows users to view report information over a time series.

• The email used to register you as an authorized contributor must also be attached to your GitHub account.
