Question: How does Watchdog deal with files already existing in a directory? #1077

When I start watchdog I want it to respond to files that are already in a folder?

eg.

dropped_files\
  file_a.csv
  file_b.csv

So, if I now drop in file_c.csv Watchdog will trigger an event.

Any suggestions?
