SKIP test outcomes in standalone are significantly different from WPT's SKIP #3860

In WPT parlance, SKIP is a test and subtest outcome that is strictly under the control of the runner (i.e., the test was disabled or filtered out from the run via CLI args), and not an outcome reported directly by a test. We should probably trade CTS' usage of the term SKIP for another term that's not confusable.
