Modules relative path 2.0

In https://docs.google.com/document/d/16vRoiIxQVVlqqEGngm27Kcun6hF_BTpY2tPOSt05JWU/edit#heading=h.qc2hfy5h8d7z it was decided to move forward with proposal 2 to avoid breaking changes.

As described in #1726 (comment), it might not be the best option. When 2.0 comes, we will be able to introduce breaking changes and will have the possibility to reconsider our approach to relative path for modules.
