Allow tuning of .Values.configValidator.pullPolicy

It would be really nice to be able to tune the pullPolicy of the configValidator pod. Just adding this to the values
{{- with .Values.configValidator.nodeSelector }}
and tweak the template validate-configuration.yaml

this feature will be going away in v2. So I'd say either turn it off with configValidator.enabled=false.
otherwise, if you want to put together a PR, I'd be happy to take a look and merge it in.

It does not worth if it's going away. Is there an ETA for V2?
