Set Scrape Protocols when Native Histograms Scraping is Enabled #881

When send_native_histograms is Enabled, it should also set the Scrape Protocols so that PrometheusProto is used (as the first Scrape Protocol).

This will allow Native Histograms to be correctly scraped and then sent to the Metrics Backend when Enabled.
