Not sure how to test this but looks like pinning the cli should work backstage/backstage#25303

shared-workflows/.github/workflows/publish-techdocs.yaml

Line 90 in ccd4cc7

run: python -m pip install mkdocs-techdocs-core==1.*

like that:

run: python -m pip install mkdocs-techdocs-core==1.3.5
