Right now we use "has-a-working-card" to calculate backed tips, but really that should include tips from people with a balance. This would enable #113.

Assigning this one to myself. I made good progress on this last night. Currently I am able to have it included, except it doesn't take into account all the other tipee's that the tipper has. That is what is next.
